Description

SEAL provider stands for Service Enabler Architecture Layer provider. It is an entity that provides one or more SEAL services to vertical applications and other consumers. SEAL is a set of common service enablers defined by 3GPP to support mission-critical and other vertical applications, such as public safety, railway, and maritime communications. The SEAL provider is specified in TS 23.434 (Service Enabler Architecture Layer for Verticals) and TS 29.549 (SEAL APIs), and it was introduced in Rel-19, with continued relevance in Rel-20.

The SEAL architecture consists of several enablers, including group management, configuration management, identity management, location management, key management, network resource management, and energy efficiency. Each enabler provides APIs that vertical applications can use to perform common functions without reimplementing them. The SEAL provider is the functional entity that hosts and exposes these enablers. It may be deployed within the 5G core, at the edge, or in an application server domain, depending on the deployment scenario.

How it works: A vertical application (e.g., a mission-critical push-to-talk client) interacts with the SEAL provider via standardized APIs. For example, the group management enabler allows the application to create, modify, and delete groups, and to manage group memberships. The location management enabler provides location information for users or groups. The configuration management enabler allows the application to configure user equipment settings. The SEAL provider ensures that these functions are consistent across different verticals and interoperable across vendors.

The SEAL provider may be integrated with the 5G core network functions such as the NEF (Network Exposure Function) or the UDR (Unified Data Repository) to access subscriber data and network capabilities. It may also interact with the MC (Mission Critical) service architecture, where SEAL enablers are used by MC services like MCPTT, MCVideo, and MCData. The SEAL provider thus acts as a middleware layer between the network and vertical applications, abstracting complexity and promoting reuse.

In Rel-19, the SEAL provider concept was introduced to formalize the role of the entity that offers SEAL services. The specifications define the functional requirements, reference points, and APIs. In Rel-20, the definition text appears to be unchanged based on the available wording, but further enhancements may be specified in other parts of the specifications. The SEAL provider is a key enabler for the 5G vertical market, allowing industries to build applications on a common set of services rather than proprietary silos.

Purpose & Motivation

The SEAL provider exists to offer a standardized set of common services that vertical applications need, reducing duplication and ensuring interoperability. Before SEAL, each vertical (e.g., mission-critical push-to-talk, railway, maritime) had to implement its own group management, location, and configuration functions, leading to fragmented solutions and higher costs. SEAL provides a unified architecture where these functions are provided as reusable enablers.

The motivation for SEAL came from the observation that many vertical applications share similar requirements, such as group communication, location tracking, and identity management. By standardizing these as SEAL services, 3GPP enables a single implementation to serve multiple verticals, fostering an ecosystem of interoperable products. The SEAL provider is the entity that hosts these services and exposes them via APIs.

The limitations of previous approaches included vendor lock-in, lack of interoperability between different mission-critical systems, and the need for each application to integrate directly with network functions. SEAL addresses these by providing a common layer that abstracts network complexity and offers standardized APIs. This allows vertical application developers to focus on their domain-specific logic while relying on SEAL for common functions.

TS 23.434Rel-18 → Rel-19

Rel-19 adds enhanced location services (adaptive reporting, tracing, geofencing, location sharing) to TS 23.434, plus satellite SEAL services with store-and-forward, metaverse QoS and spatial anchor clauses, device triggering via the NRM server, and VAL network resource modification APIs.

Release Timeline

Evolution Across Releases

An overview written from the defining specifications, not a verified change history. For the exact text, open the specifications listed below.

Rel-19 Initial

Initial definition introduced: Provider of SEAL service(s). This release established the SEAL provider as the functional entity that hosts and exposes SEAL enablers, with specifications in TS 23.434 and TS 29.549.

The definition text is identical to Rel-19, but the change cannot be assessed from the available wording. It is possible that other aspects of the SEAL provider were enhanced in Rel-20, but the core definition remains the same based on the quoted text.
