Description

A Multi-USIM UE is a user equipment that contains multiple Universal Subscriber Identity Modules (USIMs) and is capable of maintaining a separate registration state with a PLMN for each USIM, at least over 3GPP access. Defined in 3GPP TS 23.401 (EPS) and TS 23.501 (5GS), this concept addresses the reality that many modern devices—especially smartphones—carry two or more SIMs, each associated with a different subscription, operator, or service profile. The Multi-USIM UE can register each USIM independently, meaning the device may be simultaneously registered with multiple PLMNs or with the same PLMN using different subscriptions.

Architecturally, the Multi-USIM UE interacts with the core network through the standard registration and mobility management procedures, but with additional coordination. In 5GS, each USIM corresponds to a separate registration context in the AMF, identified by a 5G-GUTI and associated with a SUPI. The UE maintains these contexts in parallel, and the network treats each as an independent subscriber. The Rel-19 features described in clause 4.3.33 of TS 23.501 define how the UE and network coordinate across USIMs—for example, paging collision avoidance, UE-initiated switching between USIMs, and network-initiated paging handling when the UE is busy on another USIM.

How it works: when the UE has multiple USIMs, it may camp on one or more cells and perform registrations for each USIM. The UE's NAS layer manages multiple registration states, and the AS layer must handle the radio resources shared across USIMs. A key challenge is that a single radio may not be able to monitor paging for all USIMs simultaneously, especially in idle mode. Rel-19 mechanisms allow the UE to inform the network about its Multi-USIM capabilities and to coordinate paging, so that the network can avoid paging collisions or the UE can respond appropriately. For example, the UE may indicate to one network that it is temporarily unavailable because it is handling a procedure on another USIM, or the network may support a paging occasion that avoids conflict.

Key components include the multiple USIMs, the UE's NAS and AS layers, the AMF/MME serving each USIM, and the coordination functions defined in clause 4.3.33. The UE may also support features such as UE-assisted paging collision avoidance, where the UE provides information to the network to help schedule paging. In EPS (TS 23.401), similar concepts apply with the MME and the UE's EPS mobility management. The Multi-USIM UE concept is distinct from dual-SIM dual-standby (DSDS) devices that simply switch between SIMs; Multi-USIM UE implies a more integrated capability to maintain registrations and coordinate network interactions.

This matters because multi-SIM devices are ubiquitous, and without standardized coordination, they can cause paging collisions, missed calls, and inefficient signaling. The Rel-19 work formalizes the behavior so that networks and UEs can interoperate predictably, improving user experience and network efficiency. It also enables new features such as using one USIM for data and another for voice, or maintaining a work and personal subscription simultaneously, without the device behaving unpredictably.

Purpose & Motivation

Multi-USIM UE capabilities exist because the proliferation of multi-SIM devices created operational problems that earlier standards did not address. Before Rel-19, a UE with multiple USIMs would often register each SIM independently, but the network had no standardized way to coordinate paging, mobility, or service delivery across them. This led to paging collisions (where the UE could not respond to a page on one USIM because it was busy on another), missed incoming calls, and inefficient use of radio resources. The Multi-USIM UE concept solves these problems by defining how the UE and network exchange information about multiple registrations and coordinate their behavior.

The motivation is both user experience and network efficiency. Users expect their multi-SIM phones to work seamlessly—receiving calls on either line, using data on one while the other is active, and not dropping connections. Networks want to avoid unnecessary paging and signaling overhead caused by UEs that are unreachable on one subscription. Rel-19 features such as paging collision avoidance and UE-initiated switching provide the tools to achieve this. Historically, early multi-SIM devices used proprietary or vendor-specific mechanisms, which were not interoperable. 3GPP's work in Rel-17 and Rel-18 studied Multi-USIM issues, and Rel-19 formalized the features in TS 23.401 and TS 23.501.

The Multi-USIM UE concept also supports regulatory and market needs, such as separating personal and business subscriptions, or using local and roaming SIMs. By standardizing the UE's behavior, 3GPP ensures that any compliant network can support multi-SIM devices gracefully, reducing the risk of service degradation and enabling new service models.
