Description

The FP-SIM (Fixed Part Subscriber Identity Module) is a specialized variant of the GSM Phase 2+ SIM card defined in 3GPP specifications 42.056 and 43.020. Unlike a standard SIM used in mobile stations, the FP-SIM is designed for insertion into the Fixed Part Equipment (FPE) of a Cordless Telephony System (CTS). The CTS architecture allows a GSM mobile station to act as a cordless phone when within range of a CTS-FPE, which is connected to the fixed network. The FP-SIM stores additional data beyond the usual subscriber identity and authentication parameters, enabling the FPE to authenticate itself to the network and to manage CTS-specific services.

The FP-SIM is only used in licensed frequency bands, as opposed to unlicensed CTS operation. This restriction ensures that the cordless telephony service operates under the same regulatory framework as the macrocellular GSM network, avoiding interference and ensuring quality of service. The FP-SIM contains the same security functions as a regular SIM (e.g., A3/A8 algorithms, Ki key) but also includes CTS-specific fields such as the CTS-FPE identity, location area information, and parameters for the CTS radio interface. When the FPE is powered on, it reads the FP-SIM to obtain its identity and authentication credentials, then registers with the GSM network via the CTS air interface.

From an architectural perspective, the FP-SIM resides in the CTS-FPE, which is essentially a small base station connected to the fixed telephone network. The CTS-FPE communicates with CTS mobile stations (handsets) over a licensed cordless air interface. The FP-SIM provides the FPE with a unique subscriber identity, allowing the network to treat the FPE as a distinct subscriber for billing, mobility management, and service provisioning. This is analogous to how a SIM in a mobile phone identifies the user, but here the identity is associated with a fixed access point.

The FP-SIM also supports CTS-specific procedures such as registration, authentication, and ciphering key management. During network attachment, the FPE and the network perform mutual authentication using the FP-SIM's credentials. The network can then verify that the FPE is authorized to provide CTS services. Additionally, the FP-SIM may store parameters for the CTS radio interface, such as frequency channels and power levels, to ensure compliant operation within the licensed band.

In summary, the FP-SIM is a critical enabler for licensed CTS operation, providing secure identity and configuration data for the fixed part of a cordless telephony system. It extends the GSM SIM concept to fixed access points, ensuring that cordless telephony integrates seamlessly with the GSM core network and its security mechanisms.

Purpose & Motivation

The FP-SIM was created to enable the Cordless Telephony System (CTS) within GSM networks, specifically for the fixed part equipment (FPE). Before its introduction, cordless phones operated on unlicensed bands with limited range and no integration with cellular networks. The FP-SIM allows a CTS-FPE to authenticate and register with the GSM network as a legitimate subscriber, ensuring that cordless telephony services are securely managed and billed. It solves the problem of identity and security for fixed access points in a licensed spectrum, which is essential for regulatory compliance and interference management.

Historically, CTS was developed in GSM Phase 2+ to provide a low-cost alternative to traditional cordless phones while leveraging the existing GSM infrastructure. The FP-SIM is a key component that allows the FPE to be treated as a network entity with its own subscription. This enables features such as seamless handover between the CTS and macrocellular networks, and centralized management of services. The FP-SIM also ensures that only authorized FPEs can operate in the licensed band, preventing unauthorized use of spectrum.

The FP-SIM addresses the limitations of earlier cordless systems by integrating security and authentication mechanisms from the GSM SIM. It provides a standardized way to store CTS-specific data, ensuring interoperability between different FPE vendors and network operators. Although CTS never achieved widespread commercial success, the FP-SIM remains a notable example of extending SIM functionality to fixed access points, influencing later developments in fixed-mobile convergence.
