Description

The charging destination is a fundamental concept in 3GPP charging architecture, defined as a nominal reference that specifies the point of termination of a connection for charging purposes. It is used by the charging system to determine the appropriate rating and billing treatment for a service or session. In essence, it identifies the network entity or domain that should be charged for the usage of resources or services.

In offline charging, the charging destination helps the Charging Data Function (CDF) and Charging Gateway Function (CGF) to route and aggregate charging records to the correct billing system. In online charging, the Online Charging System (OCS) uses the charging destination to apply the correct tariff and to authorize or deny the service based on the subscriber's account. The charging destination is typically derived from the service being used, the subscriber's subscription, or the network configuration.

The concept is closely related to the Charging Key, which is used for rating purposes. While the charging key identifies the tariff to be applied, the charging destination identifies the recipient of the charging information. Together, they enable flexible and accurate charging in multi-service and multi-domain networks.

The charging destination is specified in 3GPP TS 32.250 (Charging architecture and principles) and TS 32.272 (Charging management; Charging principles for the IP Multimedia Subsystem). It has been part of the 3GPP charging framework since Release 8 and remains unchanged in its definition through Release 19, indicating its stable and foundational role in charging systems.

Purpose & Motivation

The charging destination exists to provide a clear and unambiguous reference for where charging information should be sent and which entity is responsible for billing. In early telecommunication networks, charging was often based on simple call detail records (CDRs) generated by circuit-switched exchanges. With the advent of packet-switched networks and IP-based services, the need arose for a more sophisticated and flexible charging architecture that could handle multiple services, different billing domains, and real-time charging.

The charging destination solves the problem of identifying the correct charging domain in a complex network where a single user session might traverse multiple networks and involve multiple service providers. It allows the charging system to determine whether the charging information should be processed by the home network, a visited network, or a third-party service provider. This is essential for roaming scenarios and for services that are provided by external partners.

By defining a nominal reference point, the charging destination provides a standardized way to describe the termination of a connection for charging purposes, independent of the underlying transport technology. This abstraction enables interoperability between different vendors' charging systems and simplifies the integration of new services into the charging framework.
