Online Charging System Description Purpose Related Specifications

Description

The Online Charging System (OCS) is a key component of the 3GPP charging architecture, responsible for real-time credit control and online charging. It performs functions such as transaction handling, rating, online correlation, and management of subscriber accounts and balances. The OCS interacts with network elements to authorize and monitor service usage in real-time, ensuring that subscribers are charged accurately and that services are only provided if sufficient credit is available.

The OCS comprises several functional entities, including the Online Charging Function (OCF), Account Balance Management Function (ABMF), Rating Function (RF), and Charging Gateway Function (CGF). The OCF is responsible for the overall online charging process, including session management and credit control. The ABMF manages subscriber account balances, while the RF determines the price of services based on various parameters. The CGF collects and processes charging data records (CDRs) for offline charging, but in the context of online charging, it may be involved in generating CDRs for reconciliation.

The OCS communicates with network elements via the Diameter Credit-Control Application (DCCA) protocol. When a subscriber initiates a service, the network element (e.g., SGSN, GGSN, or Application Server) sends a credit-control request to the OCS. The OCS checks the subscriber's balance, rates the service, and reserves credit. It then responds with a credit-control answer, authorizing the service and specifying the granted units. During the service, the network element may send further requests to update the credit reservation. When the service ends, the OCS finalizes the charging and updates the balance.

The OCS supports various charging models, including volume-based, time-based, event-based, and content-based charging. It can handle multiple services and correlate charging across different network domains. The OCS also supports online correlation, which allows charges for a single session to be aggregated across multiple network elements.

In summary, the OCS is the central entity for online charging in 3GPP networks. It enables real-time credit control, ensuring that prepaid services are delivered only when sufficient funds are available, and provides accurate and timely charging for a wide range of services.

Purpose & Motivation

The Online Charging System (OCS) was introduced to provide a standardized and efficient way to perform real-time credit control in 3GPP networks. As online charging became essential for prepaid services, the need for a dedicated system to manage credit, rating, and balances became apparent. The OCS solves the problem of real-time charging by centralizing these functions and providing a single point of interaction for network elements.

Before the OCS, online charging was implemented in a more fragmented manner, with different network elements handling credit control independently. This led to inconsistencies and inefficiencies. The OCS standardizes the architecture and interfaces, enabling interoperability and scalability. It also supports advanced charging models and online correlation, which are necessary for complex services and multi-service sessions.

The OCS is motivated by the need for accurate and immediate charging, revenue assurance, and a better user experience. By performing real-time credit control, the OCS prevents revenue leakage and ensures that subscribers are not overcharged. It also enables flexible pricing and promotional offers, as the rating function can be updated dynamically. Overall, the OCS is a critical enabler for online charging in modern mobile networks.

Release Timeline

Evolution Across Releases

Rel-8 Initial

Initial definition: 'the entity that performs real-time credit control. Its functionality includes transaction handling, rating, online correlation and management of subscriber accounts/balances.' This established the OCS as a distinct entity in the charging architecture.
