Description

An AMF Set is a fundamental architectural grouping concept in the 5G Core (5GC) defined by 3GPP TS 23.501. It consists of one or more Access and Mobility Management Function (AMF) instances that serve a given geographic area and a specific set of Network Slices. Each AMF Set is unique within an AMF Region, and an AMF Region may contain multiple AMF Sets. All AMF instances belonging to the same AMF Set must support the same Network Slice(s), ensuring consistent service availability for UEs across the set.

The AMF is the control plane entry point for UEs in 5G, handling registration management, connection management, reachability, mobility management, and access authentication and authorization. When a UE registers, the network selects an AMF from an appropriate AMF Set based on the requested Network Slice(s), the UE's location, and load conditions. The selected AMF becomes the serving AMF for that UE. Because all AMFs in a Set share access to the same UE context data, any AMF in the Set can serve the UE if the original AMF becomes unavailable or if the UE moves within the region.

The shared context data is typically stored in a common repository, such as the Unstructured Data Storage Function (UDSF), allowing AMF instances to retrieve and update UE contexts regardless of which instance initially handled the UE. This design supports geographic distribution of AMF instances while maintaining a logically unified serving environment. The AMF Set concept is closely tied to the AMF Region, which defines the overall boundary within which AMF Sets are deployed and within which inter-AMF mobility is managed.

From a deployment perspective, AMF Sets enable operators to scale control plane capacity horizontally. Additional AMF instances can be added to a Set to handle increased signaling load without changing the overall network architecture. Load balancing across AMF instances within a Set is supported through mechanisms such as the 5G-AN (Access Network) selecting an AMF based on weight factors or through the NRF (Network Repository Function) providing AMF discovery and selection information.

The AMF Set also plays a role in mobility procedures. When a UE moves between different AMF Regions, an inter-AMF Region handover occurs, and the UE context must be transferred between AMFs in different Sets. Within the same AMF Region, the UE may be served by any AMF in the appropriate Set, simplifying mobility management. The concept is specified primarily in TS 23.501 (System Architecture for the 5G System), with management aspects covered in TS 28.540 and TS 28.802 for 5G network resource models and management services.

Purpose & Motivation

The AMF Set was introduced in Release 15 as part of the 5G System architecture to solve the problem of control plane scalability, redundancy, and consistent slice support in the Service-Based Architecture (SBA). In earlier generations, mobility management entities such as the MME in 4G LTE were typically deployed as pools (MME pools), but the 5G architecture required a more flexible and slice-aware grouping mechanism. The AMF Set provides a way to group AMFs that serve the same Network Slices, ensuring that a UE requesting a particular slice is always served by an AMF that supports that slice.

The concept addresses several limitations of previous approaches. First, it enables geographic distribution of AMF instances while maintaining shared UE context, which improves resilience against data center failures and reduces latency by allowing AMFs to be placed closer to the radio access network. Second, it supports network slicing by ensuring that all AMFs in a Set support the same set of slices, avoiding the need for complex slice-to-AMF mapping during registration. Third, it facilitates load balancing and scaling, as operators can add or remove AMF instances within a Set without disrupting ongoing sessions.

The AMF Set also simplifies interworking with the 5G-AN. The Access Network can select an AMF from a Set using a temporary identifier (such as the 5G-GUTI) that encodes the AMF Set ID, allowing the AN to route the initial NAS message to any AMF in the correct Set. This reduces signaling overhead and improves registration latency. Overall, the AMF Set is a key enabler of the cloud-native, service-based 5G Core, providing the architectural foundation for scalable, resilient, and slice-aware mobility management.
