Description

The System Area is a foundational concept in 3GPP core network architecture, defined as the group of PLMN (Public Land Mobile Network) areas accessible by MSs (Mobile Stations). It represents the aggregate of all PLMN coverage areas that a mobile station can access, either directly or through interworking between PLMNs and fixed networks. The System Area concept enables public land mobile communication services at an international level by allowing subscribers to roam across different PLMNs and to connect to fixed networks (such as PSTN, ISDN, and packet data networks) seamlessly. It is specified in 3GPP TS 21.905 (Vocabulary for 3GPP Specifications) and TS 22.011 (Service accessibility).

In terms of architecture, the System Area is not a single physical entity but a logical grouping of PLMN areas. Each PLMN is operated by a mobile network operator and consists of a core network and radio access network. The System Area encompasses multiple PLMNs, which may belong to different operators and may be located in different countries. Interworking between these PLMNs is achieved through roaming agreements and standardized interfaces, such as the Gp interface between GPRS support nodes or the S6a interface between MME and HSS in LTE. Interworking between PLMNs and fixed networks is facilitated by gateways such as the GMSC (Gateway Mobile Switching Center) for circuit-switched services and the GGSN/PGW for packet-switched services. The System Area thus represents the total set of networks that a mobile station can potentially access, subject to subscription and roaming agreements.

How it works: When a mobile station is powered on, it searches for a suitable PLMN. The selection process considers factors such as the home PLMN (HPLMN), equivalent PLMNs, and roaming agreements. Once registered, the MS can access services within the PLMN's coverage area. If the MS moves into the coverage of another PLMN that has a roaming agreement with the HPLMN, it can register with that PLMN and continue to access services. The System Area concept ensures that this inter-PLMN mobility is possible by defining the necessary interworking functions and interfaces. For example, the HSS (Home Subscriber Server) in the HPLMN stores subscription data and provides authentication vectors to the visited PLMN's MME or VLR, enabling the MS to be authenticated and authorized for service.

Key components of the System Area include the PLMN areas, the interworking interfaces, and the subscriber database. The PLMN areas are the individual coverage regions of each network. The interworking interfaces enable signaling and user plane connectivity between PLMNs and between PLMNs and fixed networks. The subscriber database (e.g., HSS/HLR) stores subscription information and location data, which is essential for routing calls and data sessions to the MS. Together, these components allow the System Area to function as a seamless communication environment.

The System Area plays a critical role in enabling global mobile communication. It allows subscribers to use their mobile devices across different countries and networks, which is essential for international business, travel, and emergency services. It also provides the framework for interoperability between different generations of mobile networks, from 2G to 5G, ensuring that services can be accessed regardless of the underlying technology. By defining the System Area, 3GPP ensures that mobile communication services are not confined to a single operator's network but can be extended internationally through standardized interworking.

Purpose & Motivation

The System Area concept was created to enable international roaming and interworking in public land mobile networks. Before its introduction, mobile networks were largely isolated, and subscribers could only use their devices within the coverage of their home network. This limited the usefulness of mobile communication for travelers and businesses. The System Area addresses this limitation by defining the group of PLMN areas that a mobile station can access, thereby providing a framework for roaming agreements and interworking between different networks.

The primary problem it solves is the need for seamless service continuity across network boundaries. When a subscriber travels outside the coverage of their home PLMN, the System Area allows them to register with a visited PLMN and access services, provided there is a roaming agreement. This requires standardized interfaces and procedures for authentication, authorization, and location management, which are defined in 3GPP specifications. The System Area also facilitates interworking with fixed networks, enabling mobile subscribers to communicate with users on the PSTN, ISDN, and other fixed networks.

Historically, the System Area concept was introduced in Release 4 as part of the 3GPP vocabulary and service accessibility specifications. It built upon earlier work in GSM and UMTS on roaming and interworking. The specifications 21.905 and 22.011 define the term and its implications for service accessibility. Over subsequent releases, the concept has remained fundamentally unchanged, although the underlying technologies and interfaces have evolved. Its enduring relevance underscores the importance of interoperability and global connectivity in mobile communications.

Rel-4 Initial

Initial definition introduced: the System Area is defined as the group of PLMN areas accessible by MSs. Interworking of several PLMNs and interworking between PLMNs and fixed network(s) permit public land mobile communication services at international level. This established the foundational concept for international roaming and interworking.
