Description

The SIM code group is a fundamental identifier concept in 3GPP specifications, defined as the combination of the SIM code, the associated network subset code, and the network code. This composite identifier is functionally equivalent to the International Mobile Subscriber Identity (IMSI), which is the primary identifier for a mobile subscriber in cellular networks. The SIM code group is used in the context of SIM (Subscriber Identity Module) personalization and security mechanisms, particularly in the management of SIM-ME (Mobile Equipment) pairing and access control.

In the architecture of GSM and UMTS networks, the SIM card stores various identifiers and security parameters. The SIM code group represents a structured way to derive the IMSI from its constituent parts. The SIM code itself is a unique number assigned to the SIM card, while the network subset code and network code provide additional hierarchical information that, when combined, form the complete IMSI. This hierarchical structure allows for efficient management of subscriber identities across different network operators and geographic regions.

The SIM code group is particularly relevant in the context of SIM personalization, where a user can configure a Mobile Equipment (ME) to accept only specific SIM cards. The ME can be personalized to check the SIM code group of the inserted SIM against a stored list, thereby restricting the use of the ME to authorized SIMs. This mechanism is defined in 3GPP TS 22.022, which specifies the personalization features for mobile equipment.

From a technical perspective, the SIM code group is not a standalone identifier but rather a conceptual grouping that facilitates the mapping between the physical SIM card and the logical subscriber identity. It ensures that the IMSI can be reconstructed from the individual codes stored on the SIM, enabling the network to authenticate and authorize the subscriber. This is essential for roaming, billing, and service provisioning.

The term was introduced in Release 4 and carried over unchanged through Releases 5 and 6, reflecting its stable role in the 3GPP identity framework. Although later releases evolved other aspects of SIM and USIM functionality, the SIM code group remained a consistent reference for the IMSI equivalence in the context of SIM personalization and legacy GSM/UMTS systems.

Purpose & Motivation

The SIM code group exists to provide a structured representation of the IMSI by combining the SIM code, network subset code, and network code. This hierarchical composition allows network operators and equipment manufacturers to manage subscriber identities in a modular way, particularly for SIM personalization and access control. Before this concept, the IMSI was treated as a monolithic identifier, which made it difficult to implement fine-grained personalization based on specific parts of the identity.

The primary motivation for defining the SIM code group was to support SIM personalization features, where a user or operator can lock a Mobile Equipment to a specific SIM or set of SIMs. By referencing the SIM code group, the ME can verify that the inserted SIM matches the authorized identity without needing to store the full IMSI. This simplifies the personalization process and enhances security by allowing selective restrictions.

Additionally, the SIM code group provides a standardized way to describe the relationship between the SIM card's stored parameters and the network's subscriber database. It ensures interoperability between different SIM manufacturers and ME vendors, as the composition rules are clearly defined in 3GPP specifications. This was particularly important in the early days of GSM when SIM personalization was a key differentiator for operators.

Rel-4 Initial

Initial definition introduced: 'Combination of the SIM code and the associated network subset and network codes (it is equivalent to the IMSI).' This established the concept as part of the 3GPP vocabulary for SIM-related identifiers.

The definition carried over unchanged from Rel-4, indicating no modification to the concept or its wording.

The definition remained unchanged from Rel-5, continuing to serve as a stable reference for the IMSI equivalence in SIM personalization contexts.
