Description

A Proactive SIM is a Subscriber Identity Module (SIM) that is capable of issuing commands to the Terminal (mobile equipment). It is a key component of the SIM Application Toolkit (SAT), which allows the SIM to interact with the network and the user in a proactive manner. Introduced in 3GPP Release 4, the Proactive SIM concept enables the SIM to initiate actions such as displaying menus, sending short messages, setting up calls, and running applets, rather than merely responding to requests from the terminal.

The architecture of a Proactive SIM involves the SIM card, the terminal (e.g., mobile phone), and the network. The SIM contains a proactive command handler and a set of applications or applets. The terminal supports the SAT protocols, which include the proactive commands and the terminal response. The interface between the SIM and the terminal is defined in 3GPP TS 31.111 (USIM Application Toolkit) and related specifications. The Proactive SIM can issue commands such as DISPLAY TEXT, GET INPUT, SEND SHORT MESSAGE, SET UP CALL, and PROVIDE LOCAL INFORMATION. These commands are sent from the SIM to the terminal, which executes them and returns a response.

How it works: The SIM application, running on the SIM card, decides to perform an action and sends a proactive command to the terminal. The terminal receives the command, executes it (e.g., displays text on the screen), and sends back a terminal response indicating success or failure. The SIM can then take further actions based on the response. This mechanism allows the SIM to control the user interface and initiate network interactions without user intervention. For example, a proactive SIM could automatically send an SMS when the user enters a certain area, or display a menu for value-added services.

Key components include the SIM Application Toolkit (SAT) framework, the proactive command set, the terminal's SAT capabilities, and the network's support for SAT. The SAT framework is defined in 3GPP TS 31.111 and TS 31.112 for USIM and ISIM respectively. The proactive commands are standardized to ensure interoperability across different SIMs and terminals. The terminal must support the SAT class and the specific commands used by the SIM. The network may also interact with the SIM via the OTA (Over-The-Air) mechanism to update the SIM's applications or data.

Proactive SIMs are widely used for value-added services, such as mobile banking, mobile TV, and location-based services. They enable operators to deploy services on the SIM card, which is a secure and portable environment. The concept has evolved over releases, with the definition remaining largely unchanged, though the references to clause numbers were removed in later releases. The Proactive SIM is a fundamental enabler of SIM-based applications and continues to be relevant in the era of eSIM and 5G.

Purpose & Motivation

The Proactive SIM was created to overcome the limitations of earlier SIM cards, which were passive and could only respond to requests from the terminal or network. Before proactive SIMs, the SIM could not initiate actions; it could only provide information when asked. This restricted the ability to deploy advanced services on the SIM, such as interactive menus, automatic configuration, and network-initiated actions.

The Proactive SIM, as part of the SIM Application Toolkit, empowers the SIM to take the initiative. This enables a wide range of applications that run on the SIM and interact with the user and the network. For example, a proactive SIM can display a menu of services, allow the user to select one, and then set up a call or send an SMS. It can also monitor events (e.g., location changes) and trigger actions automatically. This is essential for services like mobile banking, where the SIM can act as a secure element and initiate transactions.

The motivation for proactive SIMs also includes the need for operators to differentiate their services and generate revenue from value-added offerings. By allowing the SIM to control the user experience, operators can deploy branded services that are independent of the handset. The Proactive SIM also supports remote management via OTA, enabling operators to update SIM applications and data without recalling the SIM card. This flexibility is crucial for maintaining and evolving services over time. The concept has been standardized since Release 4 and remains a cornerstone of SIM-based service delivery.
