Description

The Primary Cell (PCell) is a fundamental concept in 3GPP carrier aggregation (CA) and dual connectivity (DC) architectures. In a CA scenario, the PCell is the cell operating on the primary frequency, where the UE performs initial connection establishment, initiates connection re-establishment, or is indicated as the primary cell during handover. It is complemented by one or more Secondary Cells (SCells) that provide additional bandwidth but do not carry the same control-plane responsibilities. The PCell is always activated and cannot be deactivated, unlike SCells. It carries the Physical Uplink Control Channel (PUCCH) for the UE, handling HARQ feedback, channel state information (CSI) reports, and scheduling requests. In dual connectivity, the PCell belongs to the Master Cell Group (MCG) and is controlled by the Master eNB (MeNB) or Master gNB (MgNB). The term also encompasses the Primary SCell (PSCell) in the Secondary Cell Group (SCG), as noted in the definition: 'In this specification, Primary Cell also refers to PSCell defined in TS 36.331 unless explicitly stated otherwise.' This dual reference highlights the PCell's role as the anchor for both MCG and SCG in DC. The PCell is responsible for radio resource control (RRC) connection management, security, and mobility procedures. It provides the timing reference for the UE and is used for radio link monitoring (RLM) and radio link failure (RLF) detection. In 5G NR, the PCell concept extends to the SpCell (Special Cell), which includes both PCell and PSCell, emphasizing their critical role in maintaining connectivity. The PCell's frequency is typically the anchor carrier, and its selection is based on cell selection criteria, signal quality, and network configuration. Handover procedures, such as X2-based or Xn-based handovers, involve changing the PCell while potentially maintaining SCells. The PCell also plays a key role in power control, timing advance, and random access procedures. Overall, the PCell is the cornerstone of multi-carrier operation, ensuring robust control-plane connectivity and seamless user experience.

Purpose & Motivation

The Primary Cell concept was introduced to enable carrier aggregation and dual connectivity, allowing UEs to aggregate multiple carriers for higher data rates while maintaining a single anchor cell for control-plane signaling. Before CA, UEs were limited to a single carrier, which constrained peak throughput and spectral efficiency. The PCell solves the problem of managing multiple carriers by designating one cell as the primary anchor, responsible for RRC connection, security, and mobility. This ensures that even if SCells are added or removed dynamically, the control plane remains stable. The PCell also simplifies handover procedures, as only the PCell needs to be changed during mobility, while SCells can be reconfigured. In dual connectivity, the PCell (or PSCell) anchors each cell group, enabling coordinated multi-point operation and improved user throughput. The introduction of the PCell in Rel-10 (LTE-Advanced) marked a significant step towards IMT-Advanced requirements, and its evolution in 5G NR continues to support ultra-reliable low-latency communication (URLLC) and enhanced mobile broadband (eMBB).

Rel-12 Initial

Initial definition introduced: The cell, operating on the primary frequency, in which the UE either performs the initial connection establishment procedure or initiates the connection re-establishment procedure, or the cell indicated as the primary cell in the handover procedure. In this specification, Primary Cell also refers to PSCell defined in TS 36.331 unless explicitly stated otherwise.

Wording changed: The definition was simplified to 'as defined in TS 36.331 [51].' This change removes the detailed procedural description and instead references the radio resource control specification directly, likely to avoid duplication and maintain consistency with the RRC definition.
