Description

A PLMN Operator is the entity responsible for establishing, operating, and maintaining a Public Land Mobile Network (PLMN) to provide telecommunications services to mobile users over an air interface. This operator can be a traditional mobile network operator (MNO), a mobile virtual network operator (MVNO), or any other entity that offers mobile services. The PLMN Operator owns or leases the necessary spectrum, radio access network (RAN) equipment, core network elements, and backhaul infrastructure to deliver voice, data, and other services. The operator is also responsible for complying with national regulations, including licensing, spectrum usage, and lawful interception requirements.

The role of a PLMN Operator encompasses a wide range of activities, from network planning and deployment to service provisioning and customer management. The operator must design and optimize the radio coverage to ensure adequate signal strength and quality of service (QoS) across the PLMN Area. This involves strategic placement of base stations, frequency planning, and capacity management. The operator also manages the core network, which includes elements such as the Home Subscriber Server (HSS), Mobility Management Entity (MME), Serving Gateway (SGW), and Packet Data Network Gateway (PGW) in 4G, or their 5G counterparts like the Access and Mobility Management Function (AMF), Session Management Function (SMF), and User Plane Function (UPF). These elements handle authentication, authorization, mobility management, session management, and data routing.

From a business perspective, the PLMN Operator offers various subscription plans and services to its customers, including voice, SMS, data, and value-added services. The operator must interconnect with other networks, both fixed and mobile, to enable communication with users outside its own PLMN. This interconnection is governed by roaming agreements and interconnect agreements, which define the technical and commercial terms for exchanging traffic. The operator also plays a key role in emergency services, ensuring that emergency calls are prioritized and routed correctly, even for users without a valid subscription.

The PLMN Operator is identified by a unique PLMN ID, which consists of a Mobile Country Code (MCC) and a Mobile Network Code (MNC). This ID is broadcast by the radio access network and is used by UEs to select and register with the network. The operator may also operate multiple PLMNs, either in the same country or across different countries, and may share network infrastructure with other operators through agreements such as RAN sharing or national roaming. In recent years, the concept of the PLMN Operator has expanded to include private network operators, such as those deploying non-public networks (NPNs) for industrial or enterprise use. These operators may use dedicated spectrum or share spectrum with public networks, and they must adhere to 3GPP specifications for interoperability and security.

The PLMN Operator is a central figure in the mobile ecosystem, bridging the gap between technology and service delivery. The operator's responsibilities include ensuring network security, managing spectrum efficiently, and providing a reliable user experience. With the advent of 5G, operators are also exploring new business models, such as network slicing, edge computing, and IoT services, which require enhanced network capabilities and flexibility. The definition of a PLMN Operator has evolved over time, but its core function remains the same: to offer telecommunications services over an air interface to mobile users.

Purpose & Motivation

The concept of a PLMN Operator exists to clearly identify the entity responsible for providing mobile telecommunications services within a PLMN. It solves the problem of accountability and regulatory compliance by designating a single entity that owns or controls the network infrastructure and is responsible for service delivery, spectrum usage, and legal obligations. Historically, as mobile networks evolved from analog to digital and from voice-centric to data-centric, the role of the operator became more complex, requiring clear definitions for licensing, interconnection, and roaming. The PLMN Operator is the focal point for national regulatory authorities, which grant licenses and enforce rules. It also facilitates international roaming by providing a point of contact for other operators. Without a clear definition, the mobile ecosystem would lack the structure needed for efficient spectrum management, service provisioning, and user protection. The term has adapted to include new types of operators, such as MVNOs and private network operators, reflecting the changing landscape of mobile communications.

Rel-4 Initial

Initial definition introduced: Public Land Mobile Network operator. The entity which offers a GPRS.

Wording changed: The definition was revised to 'Public Land Mobile Network operator. The entity which offers telecommunications services over an air interface.' This broadened the scope from just GPRS to all telecommunications services over an air interface.
