Description

The PLMN ID Check is a fundamental procedure in 3GPP networks that validates the identity of a Public Land Mobile Network (PLMN) against the UE's registered and equivalent PLMN lists. This check is performed by the UE and network nodes to ensure that the UE only camps on, accesses, or hands over to networks that are authorized for service. The process is critical for maintaining network security, preventing unauthorized access, and ensuring seamless service continuity, especially in roaming scenarios. The PLMN ID itself is a globally unique identifier composed of a Mobile Country Code (MCC) and a Mobile Network Code (MNC), which together identify the operator and country of the network.

In operation, the PLMN ID Check is invoked in various scenarios, such as during cell selection, reselection, handover, and tracking area update procedures. When a UE receives system information from a cell, it extracts the PLMN ID broadcast by that cell. The UE then compares this PLMN ID against its stored RPLMN (the PLMN on which the UE is currently registered) and its list of EPLMNs (PLMNs that are considered equivalent to the RPLMN for selection purposes). If the broadcast PLMN ID matches either the RPLMN or an EPLMN, the cell is considered suitable for camping or connection. Otherwise, the UE may treat the cell as forbidden or restricted, depending on the network configuration and UE state.

The concept of Equivalent PLMNs was introduced to support scenarios where multiple PLMNs share the same network infrastructure or have roaming agreements that allow UEs to treat them as equivalent. This is common in border areas or in countries with multiple operators that have formed partnerships. The EPLMN list is typically provided by the network during registration or location update procedures and is stored in the UE's USIM or non-volatile memory. The PLMN ID Check ensures that the UE does not attempt to access a network that is not part of its allowed set, thereby preventing service disruptions and potential security risks.

From a technical standpoint, the PLMN ID Check is implemented in the UE's Non-Access Stratum (NAS) and Access Stratum (AS) layers. The NAS layer manages the list of equivalent PLMNs and performs higher-level checks, while the AS layer handles cell selection and reselection based on the PLMN ID broadcast in system information. The check is also performed by network nodes such as the MME (Mobility Management Entity) in LTE or the AMF (Access and Mobility Management Function) in 5G, during procedures like handover or initial attach, to ensure that the target network is authorized for the UE. This dual-layer approach ensures robustness and consistency across different radio access technologies.

The PLMN ID Check has evolved with the introduction of new radio technologies and network architectures. In 5G, the concept remains largely the same, but with additional considerations for network slicing and private networks. For instance, a UE may need to check not only the PLMN ID but also the Network Identifier (NID) for standalone non-public networks (SNPNs). The check is also relevant for interworking between 4G and 5G, where the UE must validate the PLMN ID when moving between E-UTRAN and NR. Overall, the PLMN ID Check is a cornerstone of network access control, ensuring that UEs connect only to authorized networks and that roaming and handover procedures are executed securely and efficiently.

Purpose & Motivation

The PLMN ID Check exists to ensure that a User Equipment (UE) only accesses networks that it is authorized to use, thereby preventing unauthorized service usage, enhancing security, and enabling seamless roaming. It solves the problem of network selection ambiguity by providing a clear mechanism to validate a network's identity against the UE's registered and equivalent PLMN lists. Before this concept was formalized, UEs might attempt to access any network with sufficient signal strength, leading to potential service failures, security breaches, or unexpected charges. The introduction of Equivalent PLMNs further enhanced the flexibility by allowing operators to define a set of networks that are considered equivalent to the home network, facilitating smoother roaming and handover in multi-operator environments. The PLMN ID Check is essential for maintaining the integrity of mobile networks and ensuring a positive user experience.
