Description

The Page Parameter is a one-octet information element defined in 3GPP TS 23.048 and TS 31.115, used within the Cell Broadcast Service (CBS) message structure. It carries two pieces of information: the page number of the current page within a multi-page SMS-CB message, and the total number of pages that constitute the complete message. This allows a User Equipment (UE) to identify which segment of a longer broadcast message it is receiving and to reassemble the full message when all pages have been received. The parameter is part of the CBS message header, which is processed by the UE's cell broadcast functionality, often implemented in the SIM/USIM or the mobile equipment.

The Page Parameter is structured as a single octet, typically divided into two 4-bit fields: the first 4 bits represent the page number (1 to 15), and the second 4 bits represent the total number of pages (1 to 15). This limits a CBS message to a maximum of 15 pages. The parameter is used in conjunction with other CBS message fields such as the Message Identifier, Serial Number, and Data Coding Scheme to provide a complete broadcast service. When a UE receives a CBS message, it checks the Page Parameter to determine if the message is part of a multi-page broadcast. If so, it stores the page and waits for the remaining pages. Once all pages are received, the UE can present the complete message to the user or process it accordingly.

The Page Parameter is particularly important for services that require longer text messages, such as public warnings, emergency alerts, or information services. Without this parameter, the UE would not be able to correctly order or reassemble multi-page messages, leading to incomplete or garbled information. The parameter also allows the network to broadcast messages that exceed the maximum length of a single CBS message (which is limited by the cell broadcast channel capacity). By splitting the message into multiple pages, the network can deliver longer content while still using the existing CBS infrastructure.

In terms of implementation, the Page Parameter is encoded in the CBS message as defined in 3GPP TS 23.041 (Technical realization of Cell Broadcast Service) and related specifications. The parameter is transparent to the radio access network and is primarily handled by the UE's CBS application. The network operator configures the CBS message content and page parameters at the Cell Broadcast Center (CBC), which then forwards the message to the Radio Access Network for broadcast. The UE receives the CBS messages on the Cell Broadcast Channel (CBCH) and processes them according to the Page Parameter.

The Page Parameter has been part of 3GPP specifications since Release 5 and has remained essentially unchanged through Release 19. Its stability reflects the maturity of the CBS service and the fact that the parameter's simple design has proven adequate for the services it supports. However, with the evolution of public warning systems (e.g., PWS, ETWS, CMAS) in later releases, the CBS message structure has been extended, but the Page Parameter itself has not required modification. This demonstrates the foresight in its initial design and its continued relevance in modern networks.

Purpose & Motivation

The Page Parameter exists to enable the segmentation and reassembly of Cell Broadcast Service (CBS) messages that exceed the capacity of a single broadcast message. In early mobile networks, CBS was designed to deliver short text messages to all users in a specific area, such as traffic updates or weather alerts. However, some messages required more text than could fit in a single CBS message. The Page Parameter solves this by allowing a message to be split into multiple pages, each carrying a portion of the content. The UE uses the page number and total page count to reassemble the message in the correct order.

Before the introduction of the Page Parameter, CBS messages were limited to a single page, restricting the amount of information that could be broadcast. This was insufficient for applications like emergency alerts or detailed public information. The Page Parameter was introduced in Release 5 as part of the CBS enhancements to support multi-page messages. It provided a simple yet effective mechanism to extend the message length without requiring changes to the underlying broadcast channel or UE hardware.

The Page Parameter also helps the UE manage memory and processing. When a multi-page message is received, the UE can store each page until all are collected, then present the complete message. This is particularly important for UEs with limited resources, as it allows them to handle longer messages without buffering the entire message at once. The parameter's design ensures backward compatibility, as UEs that do not support multi-page messages can simply ignore pages beyond the first, or display them individually. Overall, the Page Parameter was a key enabler for richer CBS services and remains a fundamental part of the CBS message format.
