Description
LSA only access is a subscription-based access control mechanism defined in 3GPP specifications 21.905, 22.043, 25.304 and 42.043. It forms part of the Localised Service Area (LSA) concept, which was introduced in Release 4 to allow operators to offer differentiated services tied to specific geographic areas — typically corporate campuses, shopping centres, airports, or other venues where a particular service provider or enterprise has deployed dedicated coverage. When LSA only access applies to a user, the UE is permitted to access only those cells that belong to the LSAs to which the user has subscribed. This is enforced through the combination of subscription information held in the network and cell selection/reselection procedures executed by the UE.
The mechanism operates at the boundary between the Access Stratum (AS) and Non-Access Stratum (NAS). The subscription data, stored in the Home Subscriber Server (HSS) or Home Location Register (HLR), identifies which LSAs the subscriber is entitled to use. This information is conveyed to the UE and to the serving network during registration and location updating procedures. The UE then uses this information during cell selection and reselection: when LSA only access is active, the UE prioritises cells belonging to the subscribed LSAs and treats them as the only cells on which full service is available.
A key characteristic of LSA only access is its behaviour outside the coverage area of the subscribed LSAs. In that situation, the UE is still permitted to camp on other cells — that is, cells not belonging to any subscribed LSA — but only limited services apply. Limited service typically means emergency calls and possibly a restricted set of basic services, but not the full set of services the subscriber would enjoy within the LSA. This design ensures that the subscriber retains basic connectivity (including the ability to make emergency calls) even when outside their LSA coverage, while still enforcing the service differentiation that the LSA concept is intended to provide.
The cell selection and reselection procedures that implement LSA only access are specified in 3GPP TS 25.304 for UTRAN and equivalent specifications for GERAN. These procedures define how the UE evaluates candidate cells, how it determines whether a cell belongs to a subscribed LSA, and how it prioritises LSA cells over non-LSA cells. The LSA identity is broadcast by the cell and compared against the subscriber's LSA list. When LSA only access applies, non-LSA cells are effectively deprioritised to the point where only limited service is offered.
LSA only access is closely related to, but distinct from, LSA preferential access. In LSA preferential access, the subscriber's UEs receive higher priority for radio resources within an LSA cell compared to non-LSA users, but access is not restricted. In LSA only access, by contrast, access itself is restricted to subscribed LSA cells. Both mechanisms can coexist: a network may deploy LSA cells that offer preferential treatment to subscribers while also enforcing LSA only access for certain subscription profiles. The LSA concept as a whole has been carried forward through Releases 4 to 19, with the definition of LSA only access remaining textually unchanged across all these releases, reflecting the stability and maturity of the mechanism.
Purpose & Motivation
LSA only access exists to enable operators and service providers to offer location-specific services with controlled access. Before the LSA concept was introduced in Release 4, 3GPP networks offered limited means to tie service access to specific geographic areas in a way that was visible to and enforceable by the UE. Operators wanting to provide, for example, a corporate campus service that was only available to employees within the campus had to rely on coarse mechanisms such as cell barring or manual network selection, which were inflexible and did not integrate cleanly with subscription management.
The LSA concept, and LSA only access in particular, solves this by introducing a formal subscription-based mechanism that links service entitlement to geographic areas identified by LSA identities. This allows an operator to define LSAs, assign subscribers to them, and have the UE automatically restrict full service to those areas. It also solves the problem of graceful degradation: rather than denying service entirely outside the LSA, the mechanism allows limited service so that the subscriber retains emergency connectivity and basic reachability.
Historically, LSA was one of the earliest 3GPP attempts to support what would later be called venue-specific or enterprise-specific services, predating more modern concepts such as network slicing and non-public networks (NPNs). While LSA has seen limited commercial deployment compared to later technologies, it established important precedents for subscription-based, location-aware access control that influenced subsequent 3GPP work.

Initial introduction of LSA only access as part of the Localised Service Area concept. The definition established that a UE with LSA only access can only access cells belonging to subscribed LSAs, and that outside subscribed LSA coverage the UE may camp on other cells with limited services applying.
