Description

Local Operating Environment Information (LOEI) is a concept introduced in 3GPP Release 8 to capture the set of parameters that describe the local environment in which a User Equipment (UE) is operating. These parameters can include access network conditions (such as signal strength, available bandwidth, and network load) and other implementation-specific parameters that provide context about the UE's surroundings. LOEI is used by the network and the UE to make informed decisions about service provisioning, mobility management, and network selection.

The LOEI concept is defined in 3GPP specifications TS 23.237 (IP Multimedia Subsystem (IMS) Service Continuity) and TS 23.261 (IP Flow Mobility and Seamless Wireless Local Area Network (WLAN) Offload). In TS 23.237, LOEI is used to support IMS service continuity, allowing the network to adapt services based on the local environment. For example, if the UE is in an area with poor radio conditions, the network might choose to route the call over a different access technology or adjust the quality of service. In TS 23.261, LOEI is used to support IP flow mobility, enabling the UE to offload specific IP flows to WLAN based on local conditions.

Architecturally, LOEI is typically collected by the UE and reported to the network via signaling protocols such as Access Network Discovery and Selection Function (ANDSF) or Radio Resource Control (RRC). The UE may gather information from various sources, including its own measurements, broadcast information from access networks, and information provided by the user or applications. The network can then use this information to enforce policies, such as routing rules, QoS policies, and access control decisions. LOEI can also be used by the UE itself to make autonomous decisions, such as selecting the best access network for a particular service.

One of the key benefits of LOEI is that it enables context-aware service adaptation. By understanding the local environment, the network can optimize the user experience, for example by switching to a higher bandwidth access when available or by reducing the video quality when the network is congested. LOEI also supports seamless mobility, as the network can anticipate changes in the local environment and prepare for handovers in advance. Furthermore, LOEI can be used to improve energy efficiency, as the UE can choose the most power-efficient access technology based on the local conditions.

In terms of evolution, the definition of LOEI has remained largely unchanged since its introduction in Release 8. The wording has been consistent across releases, with only minor formatting differences. This stability reflects the fundamental nature of the concept, which is flexible enough to accommodate new parameters and use cases as technology evolves. In later releases, LOEI has been applied to new areas such as 5G, where it can be used for network slicing and edge computing. The concept continues to be relevant as networks become more heterogeneous and dynamic.

Purpose & Motivation

Local Operating Environment Information was created to provide a standardized way to describe the local environment of a UE, enabling context-aware service adaptation and network selection. Prior to Release 8, networks had limited ability to adapt services based on local conditions, leading to suboptimal user experiences. LOEI solves this by providing a flexible set of parameters that can be used by both the UE and the network to make informed decisions. It supports IMS service continuity, IP flow mobility, and other advanced features. The motivation behind LOEI was to enable seamless mobility across heterogeneous access networks and to optimize resource usage. It addresses the limitations of static policies by allowing dynamic adaptation to changing conditions.
