Interface ExternalEUtranGenericCell Description Purpose What changed Neighbours Specifications

Description

ExternalEUtranGenericCell is an Information Object Class (IOC) defined in 3GPP TS 28.659 and referenced in TS 32.766, representing a generic external E-UTRAN cell. It is the base class from which ExternalEUtranCellFDD and ExternalEUtranCellTDD inherit, and it itself inherits from GenericNetworkResourcesNRMDefs::ManagedFunction. This inheritance hierarchy allows the common attributes and behaviors of external E-UTRAN cells to be defined once and reused by the duplex-specific subclasses.

The IOC contains attributes that are common to all external E-UTRAN cells, regardless of duplex mode. These include cell identity (such as the E-UTRAN Cell Global Identifier, ECGI), PLMN identity, tracking area code (TAC), and possibly cell type and frequency information. By defining these attributes in the generic class, 3GPP ensures consistency and reduces duplication in the management model. The generic class also defines the containment and association relationships that apply to all external E-UTRAN cells.

In the 3GPP management architecture, the ExternalEUtranGenericCell IOC is exchanged over the Itf-N interface between the Network Manager and the Element Manager. It is used by SON functions, particularly ANR, to represent neighbor cells that are not under the direct control of the local EM. When an eNodeB discovers an external cell, the NM creates an instance of the appropriate subclass (FDD or TDD) or the generic class if the duplex mode is not yet known. This instance is then used to populate the neighbor relation table and to configure handover parameters.

The generic class also plays a role in multi-vendor interoperability. By standardizing the representation of external cells, it allows management systems from different vendors to exchange information about neighbor cells in a consistent manner. The attributes are defined according to the TS 32.766 template, specifying readability and writability. For example, the ECGI attribute is typically read-only, while handover-related attributes may be writable.

Since its introduction in Release 10, the definition of ExternalEUtranGenericCell has remained stable through Release 19, with no substantive changes to its definition text. This stability reflects the maturity of the LTE management model and its continued relevance in 5G networks, where external E-UTRAN cells are still managed for EN-DC and multi-RAT mobility.

Purpose & Motivation

ExternalEUtranGenericCell was introduced to provide a common base class for external E-UTRAN cells, avoiding duplication of attributes and relationships between FDD and TDD variants. Before Release 10, management models for external cells were often vendor-specific or lacked a clear inheritance hierarchy, making it difficult to manage multi-vendor networks and to extend the model for new duplex modes or cell types.

By defining a generic class, 3GPP enabled a more maintainable and extensible management model. The generic class captures the attributes that are common to all external E-UTRAN cells, such as cell identity and PLMN information, while allowing the FDD and TDD subclasses to add duplex-specific attributes. This design pattern is consistent with other NRM IOCs in 3GPP and facilitates the addition of new cell types in future releases.

The generic class also supports scenarios where the duplex mode of an external cell is not known or not relevant. In such cases, the NM can instantiate the generic class directly, providing a placeholder that can later be refined to a specific subclass. This flexibility is important in early stages of network deployment or during ANR discovery, when information about neighbor cells may be incomplete.
