Description
The Interface EUtranRelation is defined within the 3GPP Generic Network Resources NRM (Network Resource Model) definitions, specifically as part of the GenericNetworkResourcesNRMDefs::Top hierarchy. It is an Information Object Class (IOC) used by the Integration Reference Point (IRP) framework to represent the logical relationship between a managed network element (such as an eNodeB or a cell) and its E-UTRAN neighbours. The term 'Interface' in the name refers to the fact that this IOC is part of the management interface model — it is not a physical radio interface but a management-plane construct exposed through the Itf-N (northbound interface) to the Operations Support System (OSS).
The EUtranRelation IOC is typically contained within an EUtranGenericCell or EUtranCellFDD/EUtranCellTDD object and describes a neighbour relation to another E-UTRAN cell. Each instance of EUtranRelation captures attributes such as the target cell identity (e.g., E-UTRAN Cell Global Identifier, ECGI), the Physical Cell Identity (PCI), the frequency (EARFCN), and administrative state information. These attributes allow the network management system to configure, monitor, and optimise neighbour relations used for handover decisions and interference coordination.
In the context of Self-Organising Networks (SON), EUtranRelation plays a central role in Automatic Neighbour Relation (ANR) management. The ANR function automatically discovers and maintains neighbour relations, and the EUtranRelation IOC provides the management representation of these relations. The OSS can query, create, modify, or delete EUtranRelation instances to influence handover behaviour, blacklist problematic neighbours, or enforce operator policies. This makes it a key enabler for reducing manual configuration effort and improving mobility robustness.
The IOC is defined in 3GPP TS 28.659 (Generic Network Resources NRM IRP) and referenced in TS 32.766 (Configuration Management IRP for E-UTRAN). The NRM follows an object-oriented modelling approach where IOCs inherit from base classes such as Top and ManagedFunction, and are organised into containment hierarchies. EUtranRelation inherits from Top, meaning it is a top-level manageable object that can exist independently within the containment tree, though in practice it is contained by a cell object.
The management interface exposes EUtranRelation through standard IRP operations: the Basic CM IRP provides CRUD (Create, Read, Update, Delete) operations, while the Bulk CM IRP allows configuration data to be uploaded and downloaded in XML format. The Notification IRP enables the OSS to subscribe to state changes of EUtranRelation instances. Through these mechanisms, the IOC supports both offline configuration and online optimisation of E-UTRAN neighbour relations.
Purpose & Motivation
The EUtranRelation IOC exists to provide a standardised, vendor-independent management representation of E-UTRAN neighbour relations. Before its introduction, neighbour relations were configured manually per vendor, leading to inconsistent models and high operational effort. By defining a common NRM object, 3GPP enabled multi-vendor interoperability at the management plane, allowing a single OSS to manage neighbour relations across equipment from different suppliers.
The primary problem it solves is the management of mobility in increasingly dense and heterogeneous networks. As LTE deployments matured, the number of cells and the complexity of neighbour relations grew dramatically, making manual configuration impractical. EUtranRelation, combined with ANR, allows the network to automatically discover, add, and remove neighbour relations, while still giving operators a management handle to override or audit automated decisions.
Additionally, EUtranRelation supports SON use cases such as Mobility Load Balancing (MLB) and Mobility Robustness Optimisation (MRO). By exposing neighbour relation attributes through the Itf-N, it enables closed-loop optimisation where the OSS analyses performance data and adjusts neighbour relations accordingly. This reduces dropped calls, improves handover success rates, and lowers operational expenditure.
