Description

The ID-000 SIM is a physical form factor of a Universal Integrated Circuit Card (UICC) that hosts a SIM application. Defined in 3GPP TS 21.905 and based on the ID-000 card format specified in ISO/IEC 7816-1, it measures 25 mm × 15 mm and is the most widely recognized SIM card size, commonly referred to as the "standard" or "mini" SIM. The UICC is a smart card platform that provides secure storage and execution of applications, including the SIM application for GSM and UMTS networks, and later the USIM application for 3G and beyond. The ID-000 form factor was introduced in Release 6 of 3GPP specifications, although the underlying card technology predates it.

Architecturally, the ID-000 SIM consists of a plastic card body with an embedded integrated circuit chip. The chip contains a microprocessor, memory (ROM, RAM, EEPROM), and a serial interface compliant with ISO/IEC 7816-3. The SIM application resides on the UICC and stores subscriber identity information such as the IMSI, authentication keys (Ki), and network-specific parameters. When inserted into a mobile equipment (ME), the ME reads the SIM to authenticate the subscriber to the network and to derive encryption keys for securing the radio interface. The ID-000 form factor is designed to be easily removable and transferable between devices, enabling users to switch handsets while retaining their subscription.

In operation, the ID-000 SIM performs several critical functions: it authenticates the subscriber to the network using the AKA (Authentication and Key Agreement) protocol, stores the subscriber's identity and service preferences, and provides a secure environment for value-added applications such as SIM Toolkit (STK). The card communicates with the ME via a serial link using APDU (Application Protocol Data Unit) commands as defined in ISO/IEC 7816-4. The ME acts as a mediator between the SIM and the network, forwarding authentication challenges and responses.

The ID-000 form factor was the dominant SIM size for many years, but as devices became smaller, the industry moved to smaller form factors: Mini-SIM (2FF), Micro-SIM (3FF), and Nano-SIM (4FF). Despite this evolution, the ID-000 SIM remains in use in many legacy devices, industrial modules, and machine-to-machine (M2M) applications. Its robust design and widespread adoption ensure its continued relevance in certain market segments.

From a standardization perspective, the ID-000 SIM is specified in 3GPP TS 21.905, which provides the vocabulary for 3GPP specifications. The definition has remained essentially unchanged from Release 6 through Release 19, with only minor editorial adjustments. This stability reflects the maturity of the technology and its foundational role in mobile communications.

Purpose & Motivation

The ID-000 SIM exists to provide a removable, secure element that authenticates a subscriber to a mobile network and stores subscription-related data. Before the SIM, mobile networks had no standardized way to securely identify users and bill them for services. The SIM solved this by embedding a secure microcontroller that holds secret keys and performs cryptographic operations, enabling network operators to authenticate users and encrypt traffic over the air interface.

The ID-000 form factor specifically addressed the need for a compact, user-removable card that could fit into early mobile phones. It was derived from the ISO 7816 ID-000 card standard, which was originally designed for smart cards in banking and other industries. By adopting an existing form factor, the telecom industry could leverage mature manufacturing processes and card reader technology, accelerating the deployment of GSM networks.

Over time, the ID-000 SIM became the de facto standard for GSM and UMTS subscriptions. Its success motivated the development of smaller form factors as devices shrank, but the fundamental concept of a removable secure element remains. The ID-000 SIM also paved the way for advanced applications like SIM Toolkit, which allowed operators to offer value-added services directly on the card. Today, while newer form factors and embedded SIMs (eSIM) are gaining traction, the ID-000 SIM continues to serve billions of devices, particularly in emerging markets and legacy equipment.
