Description

The Group Call Area is a fundamental concept in 3GPP's Voice Group Call Service (VGCS) and Voice Broadcast Service (VBS), defined in specifications 22.069 and 42.069. It represents a predefined set of cells, potentially spanning multiple MSC areas and even multiple PLMNs, within which a particular group call is distributed. The area is configured by the service provider and is identified by a Group Call Area ID. The maximum number of Group Call Area IDs that can be defined in one PLMN, combined with the maximum number of Group IDs, is limited to 108. This constraint ensures efficient use of identifiers and simplifies network management.

Architecturally, the Group Call Area is used by the network to determine which cells should allocate resources for a specific group call. When a group call is initiated, the network establishes a Group Call Channel in each cell belonging to the Group Call Area. This channel consists of a common downlink for all listeners and an uplink that can be shared by the current talker. The Group Call Area concept allows the network to efficiently manage group communication by limiting the broadcast to a specific geographic region, thereby conserving radio resources and reducing interference.

The composition of a Group Call Area is flexible and can be adapted by the service provider based on operational needs. For example, if cell allocations change due to network reconfiguration, the Group Call Area definition must be updated accordingly. This adaptability is crucial for maintaining service continuity and coverage. The ability to include cells from multiple MSC areas and PLMNs enables group calls to span across network boundaries, which is particularly useful for organizations with members in different regions or networks.

In terms of operation, the Group Call Area is referenced during group call setup. The network uses the Group Call Area ID to identify the relevant cells and to page group members. The Group Call Area also plays a role in mobility management, as group members moving between cells within the area can continue to participate in the call without interruption. The area is typically defined at the network planning stage and remains static unless modified by the operator.

The Group Call Area is a key enabler for mission-critical push-to-talk (MCPTT) and other group communication services. It ensures that group calls are delivered only to the intended recipients within a defined geographic scope, optimizing resource usage and ensuring privacy. As 3GPP evolves towards 5G, the concept of Group Call Area continues to be relevant, although its implementation may be adapted to new architectures such as 5G MCPTT.

Purpose & Motivation

The Group Call Area exists to define a bounded geographic region for distributing group calls, ensuring that radio resources are allocated only where needed. Without such an area, group calls would either be broadcast network-wide, wasting resources, or be limited to a single cell, restricting coverage. The Group Call Area solves this by allowing operators to tailor the coverage of group calls to specific operational needs, such as covering a city, a campus, or a transportation corridor.

Historically, group communication services like push-to-talk were implemented in proprietary systems, often with limited interoperability. 3GPP introduced the Group Call Area concept in Release 4 as part of the VGCS and VBS specifications to standardize group communication over cellular networks. This allowed operators to offer group call services with defined coverage areas, facilitating use cases such as public safety, transportation, and utility operations. The concept addressed the need for efficient group communication in scenarios where members are dispersed across a wide area but require a common channel for coordination.

The Group Call Area also addresses the challenge of managing group call resources across multiple network nodes. By defining an area that can span multiple MSCs and PLMNs, it enables seamless group communication across network boundaries, which is essential for organizations that operate in multiple regions. The limitation on the number of Group Call Areas (combined with Group IDs to 108) ensures that the identifier space is managed efficiently, preventing conflicts and simplifying network configuration.

Rel-4 Initial

Initial definition introduced in 3GPP Release 4 as part of the VGCS and VBS specifications. The Group Call Area was defined as a predefined area composed of one or a cluster of cells, to which a particular VBS call is distributed, with a maximum combined limit of 108 Group IDs and Group Call Areas per PLMN.
