Description

The GPRS CAMEL Subscription Information indicator (GCSI) is a parameter stored in the Home Location Register (HLR) or Home Subscriber Server (HSS) that indicates whether a subscriber has CAMEL (Customised Applications for Mobile network Enhanced Logic) subscription information for GPRS (General Packet Radio Service) services. CAMEL is an intelligent network (IN) feature that allows operators to provide value-added services, such as prepaid roaming, VPN, and location-based services, across circuit-switched (CS) and packet-switched (PS) domains. The GCSI specifically applies to the PS domain, enabling CAMEL control for GPRS sessions.

In the GPRS architecture, when a subscriber attaches to the network, the Serving GPRS Support Node (SGSN) retrieves the subscriber's GPRS subscription data from the HLR/HSS. This data includes the GCSI, which is a boolean indicator. If the GCSI is set to 'true', it means the subscriber has CAMEL subscription information for GPRS, and the SGSN must trigger CAMEL procedures for that subscriber. The SGSN then sends a message to the gsmSCF (GSM Service Control Function) to request instructions for handling the GPRS session. The gsmSCF can then apply operator-specific logic, such as checking prepaid credit, applying special tariffs, or redirecting traffic.

The GCSI is part of the GPRS subscription data defined in 3GPP TS 23.060 (GPRS Service Description) and TS 29.060 (GPRS Tunnelling Protocol, GTP). It is also referenced in TS 43.129 (GERAN CAMEL). The indicator is typically stored in the HLR/HSS along with other CAMEL subscription information (CSI) for CS and PS domains. The GCSI is used by the SGSN to determine whether to invoke CAMEL procedures during PDP context activation, modification, or deactivation. It ensures that CAMEL services are applied consistently for subscribers who have them provisioned.

The GCSI is a key enabler for prepaid GPRS services, which were historically important for operators to offer data services to prepaid subscribers without requiring real-time rating at the SGSN. Instead, the SGSN triggers CAMEL to the gsmSCF, which performs real-time rating and credit control. This allows prepaid subscribers to use GPRS services with the same flexibility as postpaid subscribers. The GCSI also supports other CAMEL-based services, such as closed user groups (CUG), premium rate services, and location-based charging.

In modern networks, the GCSI is still used in GSM/UMTS and may also be relevant in LTE and 5G for interworking with legacy CAMEL services. However, with the advent of Diameter-based credit control (e.g., Gy interface) and the Service Capability Exposure Function (SCEF) in 5G, the role of CAMEL for PS domain is diminishing. Nevertheless, the GCSI remains a standardized indicator for backward compatibility and for operators who continue to rely on CAMEL for prepaid and value-added services.

The GCSI is a simple but powerful indicator that bridges the circuit-switched and packet-switched worlds of mobile networks. It allows operators to leverage their existing CAMEL infrastructure for GPRS services, providing a smooth migration path from CS-only to PS-enabled services. Its definition has remained stable across releases, reflecting its foundational role in GPRS and CAMEL integration.

Purpose & Motivation

The GPRS CAMEL Subscription Information indicator (GCSI) exists to enable intelligent network services in the packet-switched domain of GSM/UMTS networks. Before CAMEL was extended to GPRS, operators could only offer IN services for circuit-switched calls, such as prepaid voice. With the rise of GPRS, there was a need to provide similar services for data sessions, especially prepaid data and roaming control. The GCSI solves this by signaling to the SGSN that a subscriber has CAMEL subscription data for GPRS, triggering the SGSN to consult the gsmSCF for service logic.

The GCSI was motivated by the need for real-time charging and service control in GPRS. Without it, prepaid subscribers could not be offered data services because the SGSN had no way to check credit in real time. The GCSI enables the SGSN to invoke CAMEL procedures, allowing the gsmSCF to perform credit control, apply tariffs, and enforce policies. This was particularly important for roaming scenarios, where operators needed to control costs and services for visiting subscribers.

Historically, the GCSI was introduced in 3GPP Rel-7 as part of the CAMEL Phase 4 specifications for GPRS. It built on earlier CAMEL phases for CS domain and extended the concept to PS. The GCSI has since been carried over unchanged in subsequent releases, as the fundamental need for CAMEL-based control in GPRS remains for legacy networks. In 5G, the GCSI may still be used for interworking with legacy systems, but new networks rely on more modern credit control mechanisms.
