Description

The Chinese Public Alert System (CPAS) is a public warning system (PWS) specifically tailored for China, designed to deliver emergency alerts to mobile subscribers in a timely and efficient manner. It is part of the broader 3GPP Public Warning System framework, which includes other regional systems like the Earthquake and Tsunami Warning System (ETWS) in Japan and the Commercial Mobile Alert System (CMAS) in the United States. CPAS is defined in 3GPP specifications 22.268 and 23.041, which outline the requirements and technical implementation for alert message delivery over cellular networks.

CPAS operates by broadcasting alert messages to all UEs within a designated alert area. The system uses the Cell Broadcast Service (CBS) as the underlying transport mechanism, which allows messages to be sent to multiple users simultaneously without requiring individual connections. The alert messages are initiated by authorized government agencies, such as the China Earthquake Administration or the Ministry of Emergency Management, and are transmitted through the Public Land Mobile Network (PLMN) to the UEs. The 3GPP architecture for CPAS involves the Cell Broadcast Center (CBC), which receives alert requests from the alert originator, and the Base Station (eNodeB or gNodeB), which broadcasts the messages over the radio interface.

The technical implementation of CPAS includes several key components: the alert message format, the distribution procedure, and the UE behavior. The alert message typically contains a message identifier, serial number, and the alert text, which may be in Chinese or other languages. The message identifier distinguishes CPAS alerts from other cell broadcast messages. The serial number ensures that UEs can detect and ignore duplicate messages. The distribution procedure involves the CBC sending the alert to the applicable base stations, which then schedule the broadcast according to the configured repetition rate and duration. UEs that support CPAS are required to receive and display the alert, often with a distinct alert tone and vibration, even when the device is in idle mode or limited service state.

CPAS is designed to meet the specific regulatory requirements of China, including the need for rapid dissemination of alerts for earthquakes, typhoons, floods, and other emergencies. The system supports multiple alert severity levels and can be configured to target specific geographic areas using cell broadcast area identifiers. This allows for precise targeting, minimizing unnecessary alerts to unaffected regions. The 3GPP specifications ensure interoperability with other PWS systems, allowing multi-mode devices to support both CPAS and other regional warning systems.

The introduction of CPAS in 3GPP Release 20 reflects the ongoing evolution of public warning systems to address new challenges, such as the need for more granular alerting, support for 5G networks, and integration with emerging technologies like 5G multicast-broadcast services. As 5G networks become more prevalent, CPAS will leverage the enhanced capabilities of 5G, such as lower latency and higher capacity, to deliver alerts more quickly and reliably. The standardization of CPAS in 3GPP also facilitates international roaming, ensuring that visitors to China can receive critical alerts.

Purpose & Motivation

CPAS exists to provide a standardized, efficient, and reliable means of delivering emergency alerts to the public in China. The primary motivation is to save lives and reduce damage during natural disasters and other emergencies by ensuring that people receive timely warnings. Traditional methods of alert dissemination, such as sirens or television broadcasts, have limitations in reach and speed. Mobile networks, with their ubiquitous coverage and ability to reach individuals directly, offer a powerful platform for public warning.

The development of CPAS was driven by the need for a system that could meet China's specific requirements, including the ability to handle large-scale disasters and to comply with government regulations. Previous approaches to public warning in China were fragmented and lacked a unified standard, leading to inconsistencies in message formats and delivery procedures. By standardizing CPAS in 3GPP, the industry ensures that all mobile devices and network equipment can interoperate seamlessly, providing a consistent alerting experience for users.

Furthermore, CPAS addresses the limitations of earlier PWS implementations by supporting features such as geo-targeting, multi-language alerts, and integration with 5G. As mobile networks evolve, CPAS will continue to adapt, leveraging new capabilities to enhance the effectiveness of public warnings. The inclusion of CPAS in 3GPP Release 20 also highlights the importance of regional requirements in global standards, ensuring that 3GPP specifications remain relevant to diverse markets.
