Description

The Participating Operator Radio Access Network Domain Manager (POP-RAN-DM) is a management function specified in 3GPP TS 32.130, focusing exclusively on the RAN domain of a Participating Operator. In a collaborative network environment, such as Multi-Operator RAN (MORAN) or Multi-Operator Core Network (MOCN), the POP-RAN-DM is the entity granted delegated authority to manage the RAN infrastructure (e.g., gNBs, ng-eNBs, radio units) contributed by its operator. It operates under the supervision of a higher-level manager, which could be the Participating Operator's own POP-NM or the Network Manager of a hosting operator.

Architecturally, the POP-RAN-DM interfaces northbound with its superior manager using standardized interfaces like Itf-N, through which it receives service policies, configuration templates, and performance reporting requests. Southbound, it communicates with the actual RAN network elements using vendor-specific or standardized element management interfaces (e.g., based on NETCONF/YANG for 5G). Its internal functions include detailed RAN configuration management (e.g., setting cell parameters, managing neighbor relations, configuring carrier aggregation), real-time performance monitoring (collecting KPIs like throughput, latency, and radio quality), and fault management (detecting and isolating issues within the RAN domain).

From an operational perspective, the POP-RAN-DM translates high-level service intent (e.g., "provide enhanced mobile broadband slice with X throughput") into specific RAN radio resource and configuration settings. It plays a critical role in radio resource partitioning and isolation when the RAN is shared among multiple operators or network slices. It ensures that the RAN domain's performance aligns with the agreed SLAs and provides detailed, domain-specific fault and performance data to the superior manager for end-to-end service assurance. Purpose & Motivation

The POP-RAN-DM was introduced to address the specific challenges of managing shared Radio Access Networks, which are often the most complex and costly part of a mobile network to deploy and operate. In traditional single-operator deployments, RAN management was internal. However, with the rise of RAN sharing (MORAN, MOCN) and neutral host models, a mechanism was needed to allow an operator to grant management access to its RAN assets without exposing full control or proprietary details.

The purpose of the POP-RAN-DM is to provide a secure, standardized, and efficient way to delegate RAN management responsibilities. It solves the problem of how to integrate a Participating Operator's RAN into a larger managed service while preserving the operator's ability to optimize and troubleshoot its own radio equipment. It enables clear operational boundaries: the hosting operator's NM manages the overall service, but the POP-RAN-DM retains control over RAN-specific parameters like power levels, antenna tilts, and radio bearer configuration.
