HI1 is the administrative port of the Handover Interface (HI) used for lawful interception. It carries the interception orders and administrative data from the Law Enforcement Agency to the network operator, activating and managing the interception session.

Description

Handover Interface Port 1 (HI1) is a specific logical interface within the 3GPP lawful interception Handover Interface (HI) suite. As defined in TS 33.108, HI1 is dedicated exclusively to the transport of administrative information and interception orders. It is the channel through which a Law Enforcement Agency (LEA) communicates its lawful authorization and requests to the telecommunications network operator's Mediation Function (MF). Unlike HI2 and HI3, which deliver the intercepted data, HI1 is used for the setup, control, and management of the interception session itself.

The operation of HI1 begins when a LEA, possessing a valid legal warrant, needs to intercept a target subscriber's communications. The LEA's Administration Function (ADF) formats an interception request according to the HI1 specifications. This request includes critical administrative data such as the target's identifier (e.g., IMSI, MSISDN), the requested interception activity (e.g., intercept voice calls, SMS, data sessions), the legal authorization details, and the delivery addresses for the subsequent IRI and CC data (i.e., where to send HI2 and HI3 streams). This request is transmitted securely over the HI1 interface to the network operator's Mediation Function.

Upon receipt, the Mediation Function validates the administrative request and activates the interception within the network. It configures the relevant network nodes (e.g., MSC, MME, SGW) to begin monitoring the target and generating IRI and CC. The HI1 interface may also be used for subsequent administrative communications during the interception, such as modifications to the interception parameters (e.g., adding a new target identifier), requests for status updates, or the order to terminate the interception. The secure and reliable operation of HI1 is fundamental, as it is the command channel that initiates a legally sensitive process. Its protocols ensure authentication, integrity, and confidentiality of all administrative commands.

Purpose & Motivation

HI1 was created to provide a standardized and secure channel for the administrative control of lawful interception sessions. Without a dedicated administrative interface, interception activations would rely on non-standard, potentially insecure methods like phone calls, paper documents, or proprietary electronic systems, leading to delays, errors, and security risks. A clear separation between the command channel (HI1) and the data delivery channels (HI2/HI3) is also crucial for architectural clarity and security.

Its purpose is to solve the problem of how a LEA can reliably, securely, and unambiguously instruct a network operator to start, modify, or stop intercepting a specific subscriber. The HI1 interface carries the legal mandate into the network in a digital format that can be automatically processed by the Mediation Function, enabling rapid activation. This automation is essential for timely interception in critical investigations. The creation of HI1 was motivated by the need for an efficient, auditable, and interoperable process that meets legal requirements while integrating smoothly with the network operator's operational systems.
