Description

ARPU (Average Revenue Per User) is a fundamental financial metric standardized in 3GPP specifications to provide a consistent methodology for measuring revenue generation in telecommunications networks. In 3GPP TS 38.913, ARPU is defined as a key performance indicator for evaluating the economic viability of 5G network deployments and services. The metric calculates the average revenue generated per user unit (which can be a subscriber, device, or connection) over a defined time period, typically monthly or annually.

The calculation methodology considers all revenue streams associated with telecommunications services, including subscription fees, usage-based charges (voice, data, SMS), value-added services, roaming revenue, and revenue from enterprise services. For 5G networks specifically, ARPU calculations must account for new revenue models enabled by network slicing, IoT services, and enterprise vertical applications. The metric can be segmented by different dimensions including user type (consumer vs. enterprise), service type (eMBB, URLLC, mMTC), geographic region, and network slice instance.

From an architectural perspective, ARPU measurement requires integration between billing systems, charging functions, and network management systems. The 5G Charging Function (CHF) and Policy Control Function (PCF) provide essential data about service usage and charging events, while network analytics functions process this data to calculate ARPU metrics. Purpose & Motivation

ARPU was standardized in 3GPP Release 14 to address the growing need for consistent financial metrics in evaluating 5G network economics. Prior to standardization, operators used various proprietary methods to calculate average revenue metrics, making cross-operator comparisons difficult and unreliable. The heterogeneous nature of 5G services—spanning enhanced mobile broadband, massive IoT, and critical communications—created complexity in revenue measurement that existing metrics couldn't adequately address.

The primary motivation for standardizing ARPU was to provide a common framework for evaluating the business case for 5G investments. As operators faced significant capital expenditures for 5G deployment, they needed reliable metrics to assess return on investment and justify network upgrades to stakeholders.
